TSE HYB and product certification: premises or product?
Separate service-place HYB from a TSE product certificate: machine/workshop mismatch, actual address and official scope checks.
Identify what the purchaser needs assessed
HYB concerns a named service place and service scope against its applicable standard or criterion. A TSE product certificate concerns the specified product and its certification basis. A service provider and a product manufacturer may have different evidence and responsibilities even when they belong to the same company.
Read the request literally: maintenance at a stated address, or conformity of supplied equipment? Compare the required holder, service/product, technical basis and location. Do not answer a service-capability requirement with a product brochure or assume a certified workshop makes every item it repairs a TSE-certified product.
Check the supplied machine separately from its workshop
Conditional example: a supplier offers a machine and presents the maintenance workshop’s HYB as its product certificate. Examine the HYB holder, address and named service. It does not itself certify the machine model. Request the actual product evidence required by procurement and identify any applicable product-law obligations separately.
The reverse mismatch is also possible: the machine’s product certificate does not establish the repair station’s required personnel, equipment or practices. Service evidence must relate to the actual station and current technical basis. Records belonging to another branch remain a gap; a corporate logo does not resolve the address mismatch.
Maintain separate official scope and application records
Use TSE’s official company search to compare each certificate’s holder, address, standard/criterion, scope and current status. Ask TSE which programme and evidence apply to the intended service or product. The Ministry’s SSHYB procedure for relevant manufacturer/importer service networks is a separate transaction, not another name for HYB.
