ETA assessment: decide what the product evidence actually covers
Follow the confirmed EAD method and actual supplied configuration. Keep component properties distinct from kit performance, record unresolved gaps and leave evidence acceptance and ETA issuance to the competent TAB.
Set the assessment question before collecting results
Confirm the product, intended use, variants and assessment basis with the competent TAB. Identify each relevant characteristic, the applicable EAD method and the configuration that the evidence must describe. The EAD explanation gives product/use, characteristics/methods and production-control principles; it does not make every available material property the performance of a supplied kit.
Check the current CPR route and citation separately from the technical work. An assessment programme or a laboratory result does not establish that the necessary EAD reference is cited or that a mandatory performance specification leaves this voluntary route available. Ask the TAB to resolve an uncertain basis before treating unrelated reports as an assessment conclusion.
Panel conductivity does not establish the bracketed system’s performance
Conditional example: a façade kit is offered with metal brackets and rails, but a thermal-performance claim for the kit is supported only by the insulation panel’s conductivity. If the claimed characteristic belongs to the confirmed assessment scope, check the actual assembly and relevant assessment method. The panel result alone does not establish the effect of brackets, joints and installation on the complete claimed configuration.
Present the actual drawings, materials and available calculations or reports to the TAB. Identify which assumptions and configurations those records cover. Agree any required additional calculation or test through the assessment process; do not invent a universal thermal test programme or rename a panel property as the kit’s assessed performance. A later bracket-material change needs a real coverage decision.
Close actual evidence and control gaps before claiming completion
Keep a record of accepted evidence, open questions, responsible parties and actual results of further work. Where production-control records are required by the applicable system, check implementation rather than a copied instruction. A missing result cannot be supplied by a revised paragraph, and a calculation based on a different assembly cannot silently cover the supplied one.
Kayra can organise the comparison and follow-up register. The manufacturer supplies truthful product and production information; the laboratory performs agreed work and reports results; the competent TAB assesses the evidence and issues ETA within its scope. Applicable conformity tasks, declaration and CE duties remain separate. A completed preparation register is not itself a favourable assessment decision.
