European Technical Assessment ETA: establish the product route and assessed performance

Explore the voluntary ETA route for construction products outside the applicable harmonised scope. Define the supplied product and intended use, check the EAD and competent TAB, and keep assessment distinct from later manufacturer CE duties.

ETA is a product assessment, not a general approval for innovation

An ETA describes a construction product’s intended use and assessed performance through the applicable European assessment route. First identify the marketed product, variants and use, then compare the applicable harmonised scope. A new design or commercial name alone does not establish eligibility for the voluntary EOTA route or remove an applicable mandatory harmonised route.

Discuss the real scope with a Technical Assessment Body competent for the product area. Establish the relevant European Assessment Document, its intended use, characteristics and assessment methods. Current Commission guidance requires attention to EAD citation and the transition between outgoing and new CPR rules; an EAD appearing on a website is not alone proof that the related ETA can support CE marking.

02

Component evidence does not define the supplied kit

Conditional example: a manufacturer supplies a balcony kit with frame, infill and connections, but offers only reports for separate components. Define which parts and installation conditions form the supplied kit and which performance it claims. Check specification coverage before assuming ETA; component declarations do not by themselves establish performance of the assembled kit or a genuine specification gap.

If the competent TAB confirms an applicable ETA route, map kit requirements to the actual drawings, connection conditions, methods and reports. Identify evidence that covers only a component or different assembly. Preserve those limits and obtain an applicability decision or further agreed evidence; do not change report names to invent kit coverage or represent the ETA as a building-project permission.

03

Check current citation and keep the assessment and CE tasks separate

Confirm the EAD reference’s actual Official Journal citation and applicable regime for the product and use. Current Commission guidance says a mandatory performance-harmonised technical specification, when applicable, supersedes the EOTA route for that scope. An ETA based on a non-cited EAD cannot be used as the basis for CE marking in that route, and an old ETA’s existence does not establish indefinite CE eligibility.

Kayra can organise specification comparison and the requirement-evidence map; the manufacturer provides truthful product data and implements applicable production controls. The competent TAB issues the ETA, while the relevant conformity bodies perform tasks required by the applicable system. The manufacturer completes the applicable declaration and CE duties. Neither preparation nor the ETA alone is a universal certificate, fixed approval date or permission for every installation.
