ETA, EAD and TAB: understand the documents and the European assessment decisions
Distinguish the assessment basis EAD, the product-specific ETA and the competent TAB. Read intended use and methods, verify the actual Official Journal reference and preserve the manufacturer’s separate CE responsibilities.
An EAD is the assessment basis; an ETA concerns the product
The European Assessment Document sets out the product area and intended use, characteristics and methods for assessment. The European Technical Assessment records the assessed performance and intended use of the manufacturer’s actual product through the competent TAB. An EAD download is not itself that product’s assessment, and an ETA number is not a substitute for its complete product and use scope.
Read the correct EAD reference and version with the actual ETA or request. Compare applicable scope, method and supplied configuration rather than selecting by a similar document title. EOTA’s explanation describes EAD status under CPR305/2011; current Commission guidance distinguishes EADs from the new CPR harmonised zone. Do not transfer the outgoing framework’s classification unchanged to the new regime.
A change in fixing method is a scope question, not a label change
Conditional example: a proposed kit uses mechanical fixings, while the chosen assessment basis and available report address a bonded configuration. Determine the actual product and intended use, then compare the relevant method and configuration. Similar facing materials do not establish that the bonded evidence demonstrates the mechanically fixed kit.
Ask the competent TAB whether that EAD is applicable or whether amendment, another basis or additional development is needed. Preserve the original method and report limits. For the new CPR route, the Commission explains that ETA issuance requires the relevant EAD citation, including after development of a new EAD. Do not rename the fixing method or promise an issued ETA before the applicable citation condition is met.
TAB, EOTA, Commission and manufacturer have distinct tasks
Check the TAB’s actual competence for the product area; the official designation information and EOTA’s partner tool address different parts of that enquiry. TAB handles the product assessment and issues ETA; the EOTA network develops the EAD basis, and the Commission cites EAD references in the Official Journal. A consultancy or testing laboratory does not acquire the TAB role by displaying those abbreviations.
Kayra can prepare the document comparison and unresolved technical questions. The manufacturer supplies truthful product data and performs the applicable declaration, production and CE tasks, with conformity-body work where the system requires it. Check the current transition and any mandatory performance-harmonised specification before using the route. EAD, ETA and a completed preparation file do not together grant building-project permission or indefinite CE eligibility.
