Who decides FPC certification and who operates production control?
Identify the applicable assessment system and the body’s designated task. Keep manufacturer control, laboratory reports, preparation work and certification decisions separate.
Identify the task before naming an issuer
The manufacturer establishes and operates product-specific factory production control. Whether an external certificate is required, and what it certifies, depends on the applicable product specification and assessment system. Check the product family’s current CPR route; do not assign every construction product the same system because another factory has a certificate.
For the applicable legacy System 2+ route, the notified FPC certification body decides on the factory-control certificate using initial inspection and continuing surveillance. The manufacturer’s product-performance work and declaration remain separate. A factory-control certificate is not a blanket approval of the product design, every performance value or the entire building.
A laboratory accreditation does not establish the issuing task
Conditional example: a laboratory offers an “FPC certificate” alongside its test report. Ask which legal entity would issue it, under what system and technical scope, and on the basis of what assessment. Laboratory competence for a test does not by itself establish designation for FPC certification; the document’s logo and name do not resolve that question.
Compare the proposed body’s actual notified tasks in NANDO with the applicable product reference and required procedure. If that match is unresolved, keep the issuer decision open and request clarification before placing an assessment order. This guide does not claim any laboratory or company is currently designated, or that a particular certificate has been verified.
Keep operating, reporting, preparing and deciding distinct
The manufacturer controls actual production, retains accurate records and issues the applicable declaration after the required work. A laboratory performs and reports its agreed tests. A designated body evaluates and decides only within assigned tasks; an intermediary’s commercial offer cannot enlarge those tasks.
Kayra can coordinate scope questions, evidence and preparation responses. It does not acquire issuer authority by writing the dossier or selecting a contact. Record the responsible party for each unresolved input and decision. NANDO identifies notified bodies and tasks; confirmation of an individual certificate’s authenticity and current scope must come through the relevant issuer’s official channel.
