PED: Conformity Assessment and Final Inspection
PED assessment is organised around the selected procedure and the actual manufacturing sequence. Evidence must remain available at the stage when the relevant feature can still be examined.
Link the procedure to manufacturing
Classification determines the available procedures in Article 14 and Annex III. Category I uses Module A; other categories offer specified procedures with different third-party and quality-assurance tasks. Establish the chosen route before manufacture and identify which records, examinations or visits it requires.
Plan material identification, joining procedures and personnel qualifications, applicable non-destructive testing, heat treatment and final assessment. Annex I sets category-dependent third-party joining and testing-personnel approvals. An ISO management-system certificate does not demonstrate these equipment-specific requirements.
Preserve access and authentic records
Hypothetically, a vessel's internal permanent joint will become inaccessible after fitting a jacket. The manufacturer should plan the appropriate inspection access and evidence before closure. If the joint has already been concealed without adequate evidence, record the gap and obtain an acceptable technical resolution; do not backdate an inspection report.
Match each examination record to the drawing revision, joint or component and equipment identity. A report for an earlier prototype does not automatically cover a changed weld detail or production unit. An unresolved discrepancy remains open until the responsible party evaluates it.
Complete final assessment without a universal test promise
Annex I final assessment includes final inspection and a pressure-containment test, normally hydrostatic. It also provides for alternative tests where hydrostatic testing is harmful or impractical, with additional equivalent measures. The method, pressure, precautions and acceptance evidence must be justified for the actual equipment; this guide does not prescribe one test for every product.
Assembly final assessment also checks the protective devices. The manufacturer completes the applicable conformity obligations; the body carries out only its assigned tasks. A Kayra enquiry must establish the requested activity and permitted role before acceptance, without promising the body's decision or an operating permit.
Questions for this purpose
Is every PED project a factory-system audit?
No. The selected module determines the assessment tasks.
Is hydrostatic testing mandatory without exception?
It is the normal pressure-containment method, but the directive provides conditional alternatives with additional measures.
Can an inaccessible weld be accepted through paperwork alone?
Missing evidence needs a technically acceptable resolution; paperwork must not invent an examination.
