PED: Manufacturer, Notified Body and Approval Roles
PED responsibilities are divided by task. The manufacturer, a notified body and a recognised third-party organisation do not produce interchangeable approvals.
Identify the manufacturer and its declaration
The manufacturer ensures the equipment's design and manufacture meet the applicable requirements, completes or commissions the prescribed assessment and issues the EU declaration where required. Category I Module A is internal production control; it does not require a universal outside certificate issuer.
Importers and distributors have their own verification duties. An operator who supplies under its own name or changes equipment in a way that may affect conformity can acquire manufacturer obligations under Article 10. A trade name on a brochure alone does not resolve the responsible legal identity.
Match the body to the particular task
Where the selected procedure requires a notified body, verify its current PED notification and relevant task scope. Annex I also specifies competent third-party approvals for permanent joining in Categories II–IV and recognised third-party approval of NDT personnel in Categories III–IV. These roles are not identical to approving the whole product.
Hypothetically, a vessel supplier presents a welding-procedure approval from a recognised third-party organisation as the completed Module G unit-verification certificate. Check the approval's actual task and equipment evidence. Retain useful welding evidence but refuse to call it a different conformity-assessment output.
Separate authority from preparation or marketing
The Commission's PED page directs users to NANDO for notified bodies, recognised third-party organisations and user inspectorates. Inspect the legal entity and applicable tasks, not just a logo or body number. User-inspectorate arrangements have their own restricted conditions and are not a general commercial CE-certification route.
Contacting Kayra does not appoint it as any of these bodies. Establish the requested activity, relevant authority and independence before work is accepted. Technical preparation cannot create notification, transfer the manufacturer's declaration responsibility or guarantee a favourable body decision.
Questions for this purpose
Who issues the EU declaration?
The manufacturer assumes responsibility by issuing it after the applicable conformity requirements are met.
Is welding approval a whole-product certificate?
No. Its task and scope must not be confused with the product's selected conformity procedure.
Does accreditation prove PED notification?
The applicable notification and task scope must be verified separately.
