PED: Choosing Technical Support and Assessment Bodies
A PED offer must identify the work and the party legally responsible for its result. A general certification or consultancy label does not establish authority for a particular module.
Write separate deliverables
Describe whether the request concerns collecting existing records, a technical calculation, a test, a joining approval or the conformity-assessment procedure. Identify the product configuration and selected module first. Each deliverable should state its scope, author, review boundary and exclusions; a file index is not an assessment decision.
Where notified-body participation is required, check its current PED notification and the tasks relevant to the equipment and procedure. A general accreditation certificate or experience with another directive is insufficient. The Commission's PED page points to NANDO for notified bodies, user inspectorates and recognised third-party organisations.
Test the proposal against an actual task
Hypothetically, an agent offers a 'complete PED certificate' for a one-off vessel but supplies only a document-layout service subcontracted to an unknown organisation. Ask which module applies, who performs the prescribed assessment and what evidence identifies that body's notification. Refuse to treat the layout company's commercial certificate as the module's output.
Confirm how open technical questions, incomplete evidence and design changes are handled. The contract must distinguish a support deliverable from a test report, module certificate and the manufacturer's declaration. A positive assessment or a fixed approval date should not be promised before the evidence is evaluated.
Check independence before accepting a role
Article 24 requires notified bodies and recognised third-party organisations to safeguard independence. They must not perform equipment design or other activities that conflict with their notified assessment, including conflicting consultancy. A separate invoice does not itself demonstrate independence.
A request to Kayra is an intake request: identify the activity, permitted role, authority and impartiality first. No PED notification or assessment appointment is asserted here. If independent technical support is needed, establish its actual provider and responsibility without assuming it is a separate Kayra legal entity.
Questions for this purpose
Is a consultant automatically a notified body?
No. Notification and relevant task scope must be verified separately.
Can every body approve welding procedures?
Only a competent body or recognised organisation with the applicable role can perform the prescribed approval.
Does a separate contract remove a conflict?
No. Actual independence and the relevant legal requirements must be considered.

PED enquiry: scope and activity
Identify the precise support or assessment activity, equipment configuration and proposed module. Request confirmation of the permitted role and authority rather than a generic certificate package.
