ISO 17021-1 Training: Roles and Decisions in Management System Certification
This training addresses the operation of management system certification bodies. Implementing ISO 9001 within a business differs from meeting the competence requirements for a body that certifies that business.
Questions for your situation
Can someone who has taken ISO 9001 implementation training become a certification auditor?
Knowledge of the standard is one input; audit skills, sector knowledge and competence for the assignment require separate assessment. The body’s selection and authorisation process applies. A course record alone does not permit work in every sector. Establish which practical exercises and assessments prepare the participant for which role.
What scope information is needed for a certification quotation?
Obtain activities, sites, personnel arrangements, shifts, outsourced processes and the requested system scope. Risk and complexity can affect resource planning. The same duration should not be assigned to every business from headcount alone. Training should include completing missing application information and passing it to technical review.
Can we audit for certification a customer to whom we have provided consultancy?
Assess impartiality and conflicts against the relationship involved and applicable conditions. Describing the relationship under a different job title does not remove the risk. Training should cover disclosure of past and present roles, responsibility for assessment and assignment limits. Commercial relationships must not determine the certification decision.
Does a positive audit team recommendation mean the certificate has been issued?
Audit outputs feed into review and decision within the certification process. The body must apply its decision authorities and required file checks separately. Do not promise a definite outcome while necessary matters remain unresolved. Training should distinguish the audit report, recommendation and formal decision as separate records.
Does an existing certificate automatically extend to a customer’s new branch?
Review the new site and activity against the scope, management control and assessment needs. Do not assume the branch is covered without addressing the certificate scope. Training should practise change notification, technical review and the appropriate decision steps. Required time and resources depend on the complexity of the new circumstances.
Can a certificate from another body be accepted for transfer without examination?
Review its status, scope, assessment history and unresolved matters. Check applicable transfer rules and acceptance conditions. A suspended certificate or one with unclear status must not be treated as an ordinary valid certificate. Training should help identify the records needed before making a timescale commitment to the customer.
