UN/ECE Vehicle Type Approval and E-mark Guide
An “ECE-R certificate” is not one universal certificate. The relevant UN Regulation is selected according to the vehicle, system, component or separate technical unit and the requested approval scope.

How is the scope determined?
A product name alone does not determine the legislation. The intended use, technical characteristics, target market, whether the item is a component or a complete system, and any connected functions must be confirmed first.
